The important thing to note is that there are no major impacts on the story, there is no main character that dies only on one karma choice or anything like that. When fighting fetch delsin has weakened a weakened version of her powers and delsin is serverly weakened by the take over process when fighting. Delsin has had his powers for like a month max and no training at all, not even non power related training. It seems like eugene gave him a chance on purpose since he could have just removed the neon.
